Earlier this year Citizen Creative received the SWaM certification which is program specific to the Virginia Department of Minority Business Enterprise ("DMBE"). SWaM stands for Small, Women- and Minority-owned Businesses under Virginia’s Procurement Initiative. This initiative is designed to enhance opportunities for SWaM certified businesses within state and federal agencies. SWaM businesses contribute to the economy of Virginia. We pay taxes, create new jobs, and directly, or indirectly through larger businesses, support the needs of the Commonwealth. For this reason, Governor Timothy Kaine signed an Executive Order in 2006 focusing on enhancing business opportunities for small, women- and minority-owned businesses. Governor Kaine set forth a 40% goal of purchases from SWaMs for the Commonwealth and established a Small Business Set-Aside Program, as well as several other initiatives for state agencies and departments to enhance SWaM participation in procurement activities. In many cases, businesses with a SWaM certification receive priority or extra points in awarding a federal or state contract. Additionally, certain commonwealth agency procurements are specifically set-aside only for competition between SWaM businesses and large businesses are not permitted to participate.
